2027/28 Admission Arrangements - Consultation
Skinners’ Academy is consulting on the Academy’s proposed Admission Arrangements for 2027-2028 in accordance with paragraph 1.45 of the School Admissions Code (September 2021).
Duration of the Consultation
The consultation process is open from Monday 3 November to Sunday 14 December 2025. If you wish to comment on the proposal, you must submit your response in writing during this period. Details of how to submit your views are set out below.
Who is involved in the Consultation?
- Parents of children between the ages of 2 and 18;
- Other persons in the area who in the opinion of the Admission Authority have an interest in the proposal;
- All other admission authorities in the local area;
- The Local Authority (Hackney Education);
- Any adjoining neighbouring local authorities;
The Proposal
The Admission Authority proposes the change detailed below to the policy.
Description and rationale for changes
1. A reduction in the Academy's Published Admissions Number from 180 to 140
There is a decline in the school age population in Hackney and neighbouring boroughs which is projected to continue in the coming years. With that, there is a declining demand for secondary school places. We are anticipating that this could result in the Academy being under-roll if we maintain the PAN at the current number of 180. We are seeking to reduce the PAN in anticipation of this demographic trend impacting recruitment of students to the Academy.
Having a planned reduction in the PAN will assist in the forward-planning of staffing of the Academy. This will reduce the risk of the Academy being overstaffed and underfunded, which would compromise our ability to offer an outstanding educational experience to the students in our care.
2. Updated wording on measuring process, parental responsibility, and waiting lists
This is to
- align the policy with Hackney’s measuring process
- better cover the complexity of shared parental care
- bring the Year 7 Waiting List, after the end of summer term, into the In Year Waiting List process, and to clarify the operation of that In Year Waiting List process.
3. Incorporation of Sixth Form Admissions Arrangements into the Academy’s main admissions policy, coupled with revision of those arrangements
This is to bring clarity to our Post-16 admissions arrangements and to enable the Academy to adjust its curriculum and course offer on an annual basis to meet the changing needs and interests of our student cohort and to respond to current and forthcoming national educational reforms, especially those relating to vocational qualifications.

How do I respond to the Consultation?
You are invited to send any comments in relation to the proposal to Hackney Education via their online form here or in writing to the Principal, Ms Jacob, via email at admissions@skinnersacademy.org.uk or via post for the attention of The Admissions Officer, Skinners’ Academy, Woodberry Grove, London N4 1SY.
Comments must be received before midnight on Sunday 14 December 2025.
What happens next?
Following the consultation period, the Admission Authority will consider any comments received and determine how to proceed.
The Admission Authority will determine the final Admission Arrangements for the Academy and a copy of the Admission Arrangements will be published on the Academy’s website by 15th March 2026.
You may raise an objection with the Office of the Schools Adjudicator to the published Admission Arrangements if you feel that they do not comply with the School Admissions Code, are unfair, or unlawful. Objections must be referred to the adjudicator by 15th May 2026.
